This started many years ago.  The theroy being that teens naturally go to sleep later, maybe due to an internal clock change, therefore they need to sleep later in the morning.  The school districts that changed the start times saw a dramatic increase in grades and test scores.  They also switched the younger children to start earlier which was a great benifit for working Mom's.
